The City of Trebinje has invited domestic and foreign businesses to express interest in doing business in the future Trebinje Free Zone, which should become a new development platform for production, logistics and exports.
The free zone is being developed with the aim of creating a competitive business environment, attracting new investments, stimulating economic development and creating new jobs. Investors will be able to enjoy numerous tax and customs benefits, as well as support from the City of Trebinje in the implementation of business projects.
The zone is located on land owned by the City of Trebinje, right next to the roundabout on the western bypass, approximately 5.5 kilometers from the city center. The total area of the zone is 118,635 square meters, while in the first phase, more than 50,000 square meters of fully developed space will be available to investors.
Activities are underway to equip the zone with infrastructure, arrange the space, fence, light and create conditions for the work of customs authorities.
It is planned that the Trebinje Free Zone will be organized through production and logistics modules of various sizes, which will be able to be adapted to the needs of investors and different types of business projects.

Zone users will be able to do business in accordance with the laws of Bosnia and Herzegovina and Republika Srpska, while using the benefits of the free zone.
Among the benefits are exemption from customs duties and other duties on goods, equipment and construction materials intended for business in the zone, as well as exemption from VAT in cases prescribed by law for goods and services used in the free zone.
Investors will be offered the possibility of long-term lease of infrastructure-equipped production and logistics modules, with arranged traffic, utility, energy and telecommunications infrastructure.
Support for users will be provided by the zone manager through the maintenance of common infrastructure and the provision of necessary services, while the City of Trebinje announces additional incentives and benefits, especially for first users.
The Trebinje Free Zone is intended for companies planning to develop production, logistics and service activities, with a special focus on the food industry, pharmaceutical industry, metal sector, export-oriented production, logistics and distribution centers, as well as modern business services.
In particular, opportunities for the development of the IT sector, consulting, accounting, marketing and other professional services are highlighted.
The City of Trebinje states that the zone represents an opportunity for multinational companies, their suppliers, but also domestic investors who want to use the potential of local resources and develop their business in a more favorable business environment.
The City of Trebinje sees future users of the zone as long-term partners, with the possibility of adapting production and logistics modules to the technological and infrastructure requirements of investors.
The goal of the project is not only to provide business space, but also to create a modern business environment that will stimulate production growth, increased exports, the application of new technologies and sustainable economic development.
Interested business entities can submit a request for expression of interest for long-term lease of production and logistics modules in the Trebinje Free Zone.
According to the City, the submitted requests will serve to plan the further development of the zone in accordance with the needs of investors, while the selection of users will be carried out through a public call after fulfilling all legal and technical conditions for the start of the Free Zone.
The Trebinje Free Zone is part of the city's development plans aimed at attracting investments, developing production and strengthening the export potential of this area.
As a reminder, in June 2026, the City of Trebinje announced a tender for the construction of the Free Zone worth almost 700,000 KM including VAT. The Trebinje Free Zone was registered in 2024 as the first free zone in the Republic of Srpska.
The location has been determined in the Draženska Gora area, initially around 10 hectares, with the possibility of expanding to as much as 100 hectares.
The Government of Republika Srpska previously provided 800,000 KM for the initial development of the site. The City of Trebinje established a public enterprise to manage the free zone – JP Slobodna zona Trebinje.
